Core Module (All Tracks)

This pathway guides you from onboarding as a new team member to becoming a trusted admin dispatcher. It’s designed to build shared values, develop practical skills, and strengthen our community’s ability to respond to threats safely and effectively.


Level 1: Team Member Onboarding

Info

This level is for anyone joining ICE Tea Network β€” no dispatch or ops experience required.

Goal: Build shared language, values, and awareness. No operations yet.

Modules:

  1. Introduction to ICE Tea Network
    What ICE Tea is, how it works, and our abolitionist, decentralized values. Overview of roles across the network.

  2. Know Your Rights + Reporting Basics
    How to identify and report ICE/law enforcement activity safely. What legal witnessing means.

  3. Digital Security for Field Teams
    Basics of secure communication (Signal, Proton), device safety, and what not to post.


Level 2: Field Coordination Basics (Basic Dispatcher)

Hint

You must complete Level 1 to be activated in any field-facing role.

Goal: Build trust and skills to serve in active field roles like Legal Observer, Witness, Care Station, or De-escalator.

Graduates of Level 2 are considered Basic Dispatchers β€” they can view the dispatch map and participate in field coordination, but cannot create new dispatches.

Modules:

  1. Responding to Dispatch Calls
    How to respond to call-ups, accept roles, and prepare for a field deployment.

  2. Field Role Training
    Role-specific practices, team dynamics, logging field data securely, and staying grounded.


Level 3: Dispatcher Certification (Verified Dispatcher)

Important

This level grants access to create new dispatches, coordinate field teams, and filter sensitive reports.

Goal: Train and test for trusted dispatchers who coordinate real-time responses under pressure.

Graduates of Level 3 are considered Verified Dispatchers β€” they can activate others, create dispatches, and hold trust for coordination in live situations.

Modules:

  1. Dispatch Coordination Receiving and filtering reports, assigning field roles, and maintaining calm in high-pressure ops.

  2. Trust and Ethics in Dispatch
    Deciding who gets activated, minimizing harm, and protecting vulnerable info.

  3. Dealing With Chaos
    What to do when police lie or plans fall apart. Covers escalation protocols, emotional regulation, and aftercare.


Level 4: Admin Dispatcher / Zone Lead

Warning

Only members who complete Level 3 and are approved by admins may access this level.

Goal: Manage backend dispatch tools, coverage zones, and mentorship.

Modules:

  1. Admin Tools and Oversight
    Creating and managing dispatches, assigning trust levels, reviewing logs, and exporting data.

  2. Mentoring New Dispatchers
    Teaching ops calm and clarity, giving feedback, and building a culture of sharpness and care.
